Announcing OSG Software versions 3.2.14 and 3.1.38

We are pleased to announce OSG Software versions 3.2.14 and 3.1.38.

OSG 3.2.14 contains:
* GlideinWMS 3.2.5.1 (update from version 3.2.3)
* Many improvements to HTCondor CE (including changes to OSG Configure and RSV)

OSG 3.2.14 ang 3.1.38 contain:
* VO Package v56
* other minor improvements to OSG Configure, GIP, and GridFTP
